Poverty is a severe and widespread problem in Sri Lanka, where unequal development has caused deep regional disparities. As a result, much of the country's wealth and economic activity is concentrated in the Western Province, while people in rural outlying areas contend with the ravages of scarcity. They are amongst the one-fourth of Sri Lankans who live below the poverty line.

The twenty-six year civil conflict that brought havoc on Sri Lankan society lead to the displacement of about 800,000 people from their homes, in addition to their sources for sustenance.

Now that the dispute is over, more than 100,000 Muslims from the north of Sri Lanka must be resettled. Muslims are Sri Lanka’s largest minority, making up approximately 8% of the total population. They tend to face real challenges due to lack of employment opportunities, inadequate housing and shortage of proper educational facilities.

While a drought is the most significant natural hazard for Sri Lanka, there are also high risks for  floods, landslides and cyclones. The country was severely battered by the 2004 Tsunami  which killed more than 38,000 Sri Lankans, devastated local infrastructures and left many people in desperate need for shelter, food, health care and sustenance.
